Czech government wants to discuss the postponement of part of the building law expeditiously

The Czech government wants to discuss postponing the effectiveness of part of the Building Act in an accelerated procedure. This was stated by the Minister for Regional Development Ivan Bartoš (Pirates) in the Czech Television program Otázky Václava Moravec. The new proposal, which should mainly suspend the establishment of regional building authorities, will probably be submitted through the government. On Friday, the deputies suspended the discussion of the changes proposed by the government coalition until March 1. The proposal to suspend passed the votes of the opposition movements YES and SPD. For this reason, according to Bartoš, it is now preliminary to discuss the election of another Deputy Speaker of the House from the YES movement.

"I have to look for legitimate ways to stop it (effectiveness of part of the law). I don't want anything to be prepared somewhere that won't happen anyway. We will follow the path we declared before the election," Bartoš said. The amendment, which will postpone the effectiveness of the new building law, will probably be discussed and re-submitted by the government.

The proposal to suspend passed the votes of 83 members of the opposition movements ANO and SPD, while at least 82 were needed. The coalition lacked votes to override the opposition proposal. 21 deputies of government parties were excused. Representatives of the governing coalition called Friday's meeting a foul. This was rejected today by former Minister of Industry, Trade and Transport Karel Havlíček (YES). According to him, the new law should significantly speed up the construction procedure and the negotiation of changes will again slow down all planned changes.

After Friday's meeting, representatives of the coalition majority questioned the possibility of electing the remaining sixth deputy chairman of the lower house. The abolition of this position, which should fall to the nominee of the opposition movement YES, could also be at stake. Bartoš said today that the coalition will have to clarify the further management of the Chamber before the election. Havlíček called the doubts about the permission of the lower house leadership a trade, according to him, his movement is entitled to the position. Havlíček is the YES candidate for the remaining position of Vice-Chairman.

A group of coalition deputies who criticized the new building law in the last election period proposed that the establishment of regional building offices, which are to fall under the Supreme Building Authority, be postponed for a year. Permitting ordinary buildings, family houses, garages or even flats would be governed by existing legislation. From 1 July next year, only the Specialized and Appellate Building Authority would be established to allow so-called reserved constructions, such as motorways or power plants.

The parties of the former opposition did not like the fact that the building authorities would go completely under the state. They warned that this could cripple the construction process and that it would distract the citizens from the process. The five parties associated in the Together and Pirates and STAN coalitions announced before the elections that if they rule after the October elections, the building law will change. The proposal to suspend the negotiations was submitted by the former Minister for Regional Development Klára Dostálová (ANO), under whose leadership the current form of the building standard was created.
